Postal price talks delay consultation

Postcomm, the postal regulator, has delayed issuing a consultation document on the Royal Mail’s controversial size-based pricing proposals.

The Periodical Publishers Association said the delay could affect the Royal Mail’s plans to introduce the system in April 2005.

The system will affect many magazines and could double the postal costs for some publishers, who will have to consider reformatting the size of their titles. The cost of cover-mounts could rise and pagination may be affected.

Postcomm is in talks with the Royal Mail and has decided not to publish a consultation while discussions continue.

The consultation would allow a three-month period for responses.

The decision goes against Postcomm’s statement at the end of August, in which it said it expected to issue a document about the proposals at the end of October 2003. According to the PPA, Postcomm is unlikely to issue a document until January at the earliest.
