The problems of paper supply are not being caused by a workers’ strike in Finland, but a lockout by employers.
The
Federation of Employers has dropped out from the incomes policy
agreement accepted by almost all trade unions and federations in
Finland last December. Now it has locked out workers and shut down the
industry in a bid to weaken the collective agreement in the paper
industry.
