Andrew Neil promoted to Spectator editor in chief?

In an email promoting a Spectator lunch, publisher Andrew Neil has been described as editor-in-chief for the first time, the Independent reports.

It was the creation of an editor-in-chief above the head of Telegraph editor Martin Newland which helped hasten his departure in 2005.
