However, the report does rather hedge its bets ‒ as well as the provisional “could†in both headline and intro, the piece refers three times to the rumour, and couches the story in terms such as “possible addition to the billâ€, “if she is confirmedâ€, and “nothing has been confirmedâ€.
Actually quite a lot of doubt, then.
