The Argus in Brighton has published a mobile phone video on its website, after a reader spotted a council street-cleaner dumping waste in the middle of a residential road.
James Benning was driving in Hove when he spotted the incident. He pulled over to record the footage on his phone, which he then forwarded to The Argus and the local police.
